Confined space entry in Canada: what the law requires
Confined space incidents are among the most consistently fatal — and consistently preventable — in Canadian workplaces, and would-be rescuers are frequently among the victims. Every province's OHS legislation sets out what must happen before anyone enters one.
Assess and plan first
The common thread across jurisdictions: identify confined spaces, carry out a hazard assessment for each, and have a written entry program. Atmospheric hazards (oxygen, flammable and toxic gases), engulfment and mechanical hazards all have to be evaluated before entry, not discovered during it.
Entry controls
Entry generally requires atmospheric testing and often continuous monitoring, isolation or lockout of energy and product lines, an attendant stationed outside, means of communication, and an entry permit. Requirements and terminology vary by province but the substance is similar.
Rescue must be arranged in advance
The rule that catches employers out is rescue: an adequate rescue plan and capability must be in place before entry begins. Documenting the assessment, the permit and the rescue arrangements — and training everyone involved — is what makes an entry defensible.
