Do I need a written health and safety program?
In most Canadian jurisdictions, yes — and the threshold is lower than many employers think. Occupational health and safety is regulated province by province (plus federally for federally-regulated workplaces under the Canada Labour Code Part II), and several provinces require a written program or policy by law. Alberta's OHS legislation requires a health and safety program for employers of a certain size; Ontario requires a written occupational health and safety policy and program under the Occupational Health and Safety Act; British Columbia requires an occupational health and safety program under the WorkSafeBC regulation for many workplaces. Even where the exact wording differs, every jurisdiction expects you to identify hazards, control them, train and supervise workers, and involve a health and safety committee or representative. A written program is also what a WorkSafe/WCB auditor, a general contractor prequalifying you, or a COR auditor will ask for first. Always confirm the specific requirement with your provincial regulator (WorkSafeBC, Alberta OHS, Ontario MLITSD, CNESST in Quebec, and so on).
