Direct answer. Under Ireland's Construction Regulations 2013, a client must determine whether the project requires a Project Supervisor for the Design Process (PSDP) and a Project Supervisor for the Construction Stage (PSCS). Where required, appoint competent and adequately resourced people in writing: the PSDP before design work begins and the PSCS before construction begins. Supply the information they need, arrange the preliminary safety and health plan for tender and handover, and keep the completed safety file available for future maintenance or renovation. First decide whether both appointments are required
The 2013 Regulations and HSA guidance set the conditions. HSA's home-owner guidance identifies projects involving more than one contractor, a particular risk, or work planned for more than 30 days as requiring project supervisors. Client and project circumstances matter, including domestic projects. Do not decide solely from the contract value or whether the work “looks small.” Check the current regulations and the HSA's client and sector guidance against the scope before work proceeds.
The appointment decision should be made early, when the project and design are still influenceable. If additional contractors or a particular risk emerge later, revisit it. A client may have duties to select competent designers and contractors even when a supervisor appointment is not required. Record the scope, expected contractor count, special risks, programme and rationale so a later change can be assessed.
The HSA says the client should appoint in writing a competent and adequately resourced PSDP at or before the start of design, and a PSCS before construction work starts, where required. Obtain acceptance and check capacity. One organisation may take both roles if competent and adequately resourced; the appointment still needs to state clearly which responsibilities it accepts. What the PSDP does for the handover
The PSDP coordinates designers' health and safety work during the design process, considering how the design affects construction, use, maintenance and eventual alteration. The role must organise the relevant safety information and, where the regulations require it, prepare the preliminary safety and health plan. The client should give that plan to tenderers; for a domestic dwelling, HSA says providing it to the appointed PSCS is sufficient. A design-stage handover is not a box of generic policies. It should identify unusual or residual risks that construction teams need to plan around, relevant surveys, existing services, access constraints and design assumptions. Where an asbestos survey, structural limitation or buried-service drawing is incomplete, make the gap explicit rather than implying the risk has been ruled out.
The client should check that the PSDP has the design-team information needed and that the preliminary plan reaches the PSCS. If the design changes during construction, the information flow must continue; a one-time handover at tender is insufficient.
What the PSCS needs before construction starts
The HSA says the appointed PSCS must develop a suitable construction-stage safety and health plan before work starts, relevant to the particular project and developed with the PSDP's preliminary plan. The plan is a blueprint for managing and coordinating construction-stage safety and should be kept updated and available to those who need it. HSA: construction-stage plan guidance.
The PSCS needs the client and PSDP's relevant information, contractor methods and a realistic programme. It coordinates the stage, interfaces and site arrangements; it does not make every contractor's own employer duties vanish. A contractor still needs to plan and supervise its work. If the PSCS discovers that a design assumption is wrong, the issue should go back to the designer/PSDP and client for a controlled decision.
An example: a refurbishment design assumes a roof plant route is structurally adequate. The PSCS receives a preliminary plan that identifies the need to confirm loading before heavy equipment is moved. If the survey or calculation has not been provided, the work should not proceed by treating the missing document as a clerical defect. The parties should resolve the load and access risk, then update the construction-stage plan and brief workers.
A handover checklist that proves the decision
- Project scope and appointment test. Record contractor count, particular risks, planned duration and applicable HSA criteria.
- Written appointments and acceptance. Identify the PSDP and PSCS, scope, competence, resources, start dates and contact details.
- Design information. Provide surveys, existing site constraints, unusual residual risks and design decisions relevant to construction.
- Preliminary plan. Confirm the PSDP's plan exists where required and is supplied through the correct tender/client route.
- Construction-stage plan. Confirm the PSCS has developed and communicated a site-specific plan before construction work begins.
- Change path. Decide how design changes, additional contractors, new risks and revised methods move between parties.
- Safety file. Agree who collects as-built and maintenance safety information, who checks completeness and when the PSDP delivers the file to the client.
- Notifications. Test whether the project meets the separate HSA notification threshold; HSA's client page cites more than 500 person-days or 30 working days. Check the current form and calculation for the actual project.

Do not confuse appointment, notification and planning thresholds
Whether the client must appoint PSDP/PSCS is a different question from whether the client must notify the HSA and whether a particular plan is required. The HSA client page identifies a notification threshold of likely construction lasting more than 500 person-days or 30 working days. Other particular-risk and contractor-count rules can trigger appointments or planning duties. A project below the notification threshold is not automatically exempt from supervisor appointments. Do not copy a shorthand threshold from an old tender template. Check the current statutory wording and HSA forms; document how the project's duration and workforce estimate were made. Reassess if the programme changes materially.
The safety file matters after the builders leave
The PSDP must prepare and deliver the safety file to the client at completion, and the client must keep it available for future maintenance or renovation. The file should help later people understand the completed structure and residual hazards. HSA's safety-file guidance explains the role. Make file collection an ongoing task rather than an end-of-project rush: drawings, specifications, changes and relevant safety information need to be requested from designers and contractors while they can still provide them.

Common mistakes
- Using UK CDM titles as if they were Irish statutory roles.
- Appointing the PSDP after design decisions have already been made.
- Naming a PSCS without checking competence, resources and written acceptance.
- Giving the PSCS a generic plan with no actual site or design risk information.
- Assuming the HSA notification threshold also determines every appointment duty.
- Forgetting the safety file until the project is almost complete.
- Treating one organisation's dual appointment as proof that coordination will happen automatically.
