Safe Pass requirements in Ireland
Safe Pass is the Irish construction safety-awareness programme operated by SOLAS. Under the Safety, Health and Welfare at Work (Construction) Regulations 2013, as explained by the HSA, craft and general construction workers and people undertaking on-site security work need a valid Safe Pass or recognised equivalent. The HSA's role-based checklist makes clear that not every person who visits or works in a site office needs one. A current card is normally issued for four years; check the card's actual expiry and the latest SOLAS renewal route before allowing a person into a role that requires it.
This guide is for construction work in the Republic of Ireland. It is not a Northern Ireland CSCS/CSR guide or a UK CDM guide. It describes the HSA and SOLAS position checked on 5 October 2026. Course arrangements and equivalence rules can change, so the live source and individual card should be checked again at onboarding and publication.
Who needs Safe Pass?
The HSA says the Construction Regulations' Safe Pass requirement applies to craft and general construction workers, persons doing on-site security work, and any further prescribed classes. Its Safe Pass FAQ and table provides practical examples:

This table is not a substitute for checking the person's actual work and access. A delivery driver merely delivering to a compound or office differs from one driving into the active construction site. A site manager may be exempt when not involved in construction activities, but the role may change. A client may impose a stricter site-access rule than the minimum legal category; record that as a contractual/site requirement rather than claiming Irish law imposes it on everyone.
If the role is unclear, consult the current HSA FAQ and the project supervisor or competent safety lead before deciding. Do not solve uncertainty by telling every visitor that they legally need Safe Pass.
What Safe Pass does, and what it does not do
SOLAS describes Safe Pass as a one-day construction safety-awareness programme with a registration card. It builds basic awareness of construction hazards. The HSA stresses that Safe Pass does not remove an employer's duty to provide the information, instruction and training needed for the person's work.
A valid card therefore does not prove competence to operate plant, erect scaffolding, carry out electrical work, act as a banksman, supervise a confined-space entry or prepare a RAMS. Depending on the job, a person may need a relevant Construction Skills Certification Scheme (CSCS) card, trade qualification, task training, site induction, permit, supervision or specific authorisation. Check those separately. The Safe Pass register should be one part of a role-based competence check, not the whole decision.
The HSA also explains that Safe Pass is different from a site induction. Induction covers the actual project's hazards, access, welfare, emergency arrangements and rules. A worker may hold a valid Safe Pass and still be unready to work because the site induction or task-specific training is absent.
How long is a Safe Pass card valid?
SOLAS states that Safe Pass registration cards are issued for four years. The HSA says awareness training should be renewed every four years. Record the actual expiry on the card, and do not infer current validity from the training date alone where the issued card shows something different. Build enough lead time to arrange renewal before a worker's assignment depends on it.
Do not describe a lost-card replacement as renewal. SOLAS says a replacement for a lost, stolen or damaged in-date card retains the same expiry date. A card that has expired needs renewal through the current SOLAS route, not a replacement request.
Renewal options
As at 5 October 2026, the SOLAS Safe Pass page describes an alternative online-account/test-centre renewal route alongside attendance at an approved tutor-led course. Check SOLAS directly for eligibility, booking, identification, language support, location and the current process; do not assume the same route suits every candidate. Prices and provider availability change, so they are omitted here.
For a first card, use a SOLAS-approved Safe Pass provider and follow the current course and registration process. Verify the provider against SOLAS information rather than a third-party advert. Retain the card details and expiry in the employer's competence records, but handle personal information proportionately and under the organisation's data-protection arrangements.
Are any equivalent schemes recognised?
SOLAS says Schedule 4 of the 2013 Construction Regulations allows recognition of equivalent schemes that it approves. Its current page identifies the Construction Skills Register (CSR) Northern Ireland one-day health and safety course as the recognised equivalent and requires a current CSR Health and Safety card for that route. Do not assume that any UK CSCS card, generic induction or other safety course is automatically equivalent. Check SOLAS's latest approved-equivalence position before accepting a non-Safe-Pass card.
An equivalence check is different from deciding whether the person's role requires the awareness card at all. Record both decisions: role eligibility and evidence accepted.
Employer and site checks before a person starts
The HSA says the employer generally pays for Safe Pass training for employees and must allow reasonable time off for required awareness training without loss of remuneration. Its FAQ also discusses students or seasonal entrants who need a card before employment; follow the current source and the person's employment arrangement rather than giving a blanket payment answer.
Use this practical check for each person:

If evidence is missing or expired for a role that requires Safe Pass, do not release that person to the work on the assumption a course is booked. Escalate a disputed category to the competent project lead, employer and current HSA/SOLAS guidance. If a visitor is in an exempt category, use the appropriate visitor supervision and induction arrangements; exemption from Safe Pass is not exemption from safety controls.
Three common scenarios
A self-employed electrician arrives with a card expiring next month. Check that it is valid for today's work, record the date and schedule renewal before the later assignment. The electrician still needs electrical competence, site induction and any task-specific authorisation. Safe Pass does not approve the electrical method.
A consultant visits with the client for a supervised inspection. The HSA checklist does not put inspectors/consultants and supervised visitors in the mandatory Safe Pass group on that basis. The site must still control their access and brief them on relevant hazards. If the consultant starts doing construction work, reconsider the role.
A delivery driver enters the active construction site. The HSA's table distinguishes on-site delivery drivers from those delivering only to a compound, canteen or office away from the site. Determine the actual route and activity, and apply the current site rules. Do not use โdriverโ alone to decide.
Common mistakes
- โEveryone on a construction site must have Safe Pass.โ The HSA's role table lists exceptions; check activity and access.
- โSafe Pass proves the worker is qualified.โ It is general awareness; trade, CSCS, induction and task competence are separate.
- โA replacement card gives four new years.โ SOLAS says it retains the prior expiry.
- โAny UK construction card is equivalent.โ Use SOLAS's current approved-equivalence list.
- โA booking means the worker is compliant.โ Check the valid card or recognised equivalent before assigning the role.
- โA valid card means the site is ready.โ The employer and project still need actual instruction, coordination and safe work arrangements.
