Plumbing RAMS template for Ireland

A plumbing RAMS in Ireland should name the actual job, isolate the relevant water or other service, assess hot work, access, manual handling, old building materials and occupied areas, then set out a safe work, test and handover sequence. Copy the worksheet below and replace every bracket with site evidence. A task that involves gas, electrical, asbestos, excavation or confined-space work needs the right specialist and its own additional controls. A generic plumbing RAMS cannot authorise those activities.

The Health and Safety Authority (HSA) RAMS and Safe Plan of Action guidance explains how to develop a work-package method and brief the crew. A company's Safety Statement and risk assessments provide the broader framework. In Ireland, the Commission for Regulation of Utilities (CRU) says domestic gas work must be undertaken by a Registered Gas Installer (RGI), including natural gas or LPG. The precise category and any non-domestic rules must be checked by the responsible contractor. Do not paste the UK's Gas Safe, Water Supply Regulations 1999, WRAS or CDM 2015 language into an Irish RAMS.

Which plumbing job does this cover?

Describe whether the task is an occupied-home bathroom repair, new pipework in a building site, a plant-room replacement, drainage connection or heating-system alteration. Each creates different hazards. Identify the pipes, equipment, supplied users, isolations, pressure, temperature, building fabric and neighbouring work. A minor leak repair may still involve a ceiling void, fragile surface or asbestos-containing lagging. A new-build installation may affect other trades and fire compartments. The RAMS should state what is excluded as clearly as what is included.

If the proposed work affects gas, electrical wiring, a shared fire or water system, a confined space, structural fabric or suspected asbestos, stop that part until the appropriate qualified person and approval are in place. Software, a permit or a signature on this form does not confer competence or registration.

Hold A — scope and authority: the supervisor confirms the actual service, affected users, isolation authority, drawings and specialist interfaces before work. If a work order says only “replace boiler” but gas/electrical connections are involved, split the package and confirm the relevant registered/qualified people and certificates. For domestic gas, check CRU RGI requirements. Do not allow a non-RGI plumbing crew to treat a generic RAMS as permission to do regulated gas work.

B. Service isolation and affected users

Decide who owns each isolation and whether it affects drinking water, fire protection, heating, drainage or an occupied business. Inform the client/occupier of the outage, duration and temporary arrangements. Where hot water or pressurised systems are involved, a competent person must assess stored heat and pressure. Identify all feeds and possible cross-connections; a closed valve label alone is not proof that a line is safe to cut. A clean work area and controlled discharge are needed to avoid slips, flood and contaminated water exposure.

Hot work: soldering and brazing can ignite hidden timber, insulation or debris, including after a worker leaves. The HSA fire-prevention guidance says hot work should be avoided where a satisfactory alternative exists and sets out permit, combustible protection, fire watcher, supervision and final-check controls. Its guidance calls for a final area check at least 60 minutes after completion and before the premises are vacated. Apply the actual site/insurer permit if more stringent. Name who conducts the fire watch and final check; do not write “fire extinguisher present” as the whole control. Never solder near an unresolved gas or combustible atmosphere.

Asbestos and old fabric: where intrusive plumbing work may disturb suspect lagging, ceiling, wall or floor material, consult the building's asbestos information and competent assessment. The HSA asbestos survey guidance distinguishes management surveys from refurbishment/demolition information. Stop on suspect material; this RAMS is not an asbestos removal plan. Current Irish asbestos rules, including 2025 amendments, must be checked for any specialist activity.

Confined space: a pit, chamber or tight void is not automatically a confined space, but if the risk assessment indicates one, do not use this plumbing RAMS alone. The HSA confined-space guidance calls for a planned safe system with isolation and emergency arrangements. Competent classification, permit and rescue planning are needed before entry; never rely on an unplanned colleague rescue.

Water quality and hygiene: avoid contamination when opening or recommissioning potable systems. A particular healthcare, care or large hot-water system may have legionella or other water-management duties. Coordinate with the system operator and their site-specific water-safety plan rather than asserting that every small plumbing repair requires the same sampling or temperature regime. Put any flushing, disinfection, sampling or commissioning requirement in the job's approved method, with the person who accepts it.

Use the HSA's Safe Plan of Action to make the RAMS visible to the crew: job/permit details, PPE chosen for the hazard, task steps, sign-off and supervisor review. Brief any person who may be affected by a shutdown or hot work. Record the language/accessibility needs and agreement with other trades. A generic “read and understood” signature is weaker than a demonstration that the person knows the isolation boundary, stop-work trigger and emergency route.

State the site's emergency address, access point, first aider and equipment. Keep fire exits and public routes clear. If the task changes to gas, electrical, structural or confined-space work, obtain the specialist method and authorisation; don't just add a line in the margin to a general form.

Worked example: occupied bathroom refurbishment

A plumbing crew will replace an old bath, reroute water pipes and fit a new basin while residents remain in the building. The RAMS should specify the exact water isolation and who can turn it back on; how floor protection and a separate occupant route will be maintained; how the bath and waste will be moved without obstructing stairs; whether drilling or opening a wall risks hidden cables, pipework or suspect material; whether joints can be made without flame; and what leak/operation tests will be witnessed before handover. If the crew discovers an unidentified pipe or asbestos-like board, work stops in that area. If the job expands to a gas boiler connection, an RGI and a separate gas-work method are required. The original bathroom RAMS should be revised rather than pretending it covered the new scope.

Mistakes that make a plumbing RAMS unusable

  1. “Isolate services” with no line, owner or affected users. Identify the actual system and a competent verification step.
  2. Using UK-only law and labels. The UK plumbing RAMS page is not a safe Irish template. Check Irish HSA and CRU sources and the actual product/service standards.
  3. Hiding gas or electrical work inside plumbing. Assign the regulated work to appropriately registered or qualified people and record the separate certificate path.
  4. A hot-work permit without a fire watch or post-work check. The HSA expects more than an extinguisher nearby.
  5. Treating an old building as automatically asbestos-free. Obtain the relevant survey/information before disturbing fabric.
  6. Ignoring occupiers. A planned water outage or noisy cutting can have serious consequences for residents, patients, a business or a fire system.
  7. No handover record. Record testing, remaining restrictions and exactly who restored the service.
