Roofing RAMS template for Ireland
An Irish roofing RAMS must define the roof and task, establish whether any surface is fragile, choose a safe access and fall-prevention system, control falling objects and weather, plan material handling and rescue, and give the crew clear stop-work triggers. This copyable worksheet helps a competent contractor record those decisions. It cannot prove a roof is sound, design scaffolding or authorise a worker to step onto a fragile surface.
The Health and Safety Authority (HSA) Code of Practice for Safety in Roofwork is the core Irish source. The HSA's fragile roofs alert says to assume roofing materials are fragile unless a competent person confirms otherwise, and to prioritise collective protection over individual protection. The HSA work-at-height guidance starts with avoiding height where reasonably practicable, then selecting equipment suitable for the risk. Do not copy the UK's HSG33, Work at Height Regulations 2005 or UK roofing product claims into an Irish legal framework.
Define the roof and the job
โRoofingโ may be slate or tile replacement, membrane repair, cladding, gutter work, rooflight installation, leadwork or a full strip and re-roof. The substrate and structure may be unknown, deteriorated, partly fixed or loaded beyond its intended use. Write down the exact roof zones, pitch, height, construction, openings, fragile areas, access, nearby power lines, occupancy and work below. Distinguish people working on the roof from work that can be done from a scaffold, mobile elevating work platform or another secure location.
An older roof may contain asbestos-containing material, lead, degraded fixings or concealed structural damage. A competent assessment and relevant building information must precede disturbing suspect material. An asbestos-cement sheet is not a walking surface. If roof cladding is in scope, check the current applicable HSA CSCS guidance and the HSA fragile roofs alert for competence; a general site-awareness card does not by itself qualify someone for every roof task.

Hold A โ roof status and access: no one steps onto or near a roof area of unknown strength. Obtain a competent fragility/structural assessment, select a safe access and platform, and implement the required collective protection before release. The HSA roofwork code requires a risk assessment and controls for fragile roofs. A painted line, warning sign or harness alone is not a safe crossing method.
B. Plan the fall and fragile-surface controls
Use the hierarchy in the HSA work-at-height guidance. Can the work be done from ground level or from a secure platform without accessing the roof? If roof access remains necessary, specify physical protection for edges, openings and fragile areas. The competent person should decide the platform/scaffold/MEWP arrangement, loading and inspection. Where personal fall protection is used for a justified task, the employer must plan compatible anchorage, training and prompt rescue; it is not a substitute for feasible collective prevention. A harness can leave a suspended person beyond easy reach.

Hold B โ protection: if a platform, guardrail, cover, rooflight protection or rescue capability is missing or altered, stop the affected work. The HSA fragile-roof alert stresses competent assessment and collective controls. Do not rely on an assumed safe route across weathered sheets.

Weather: choose job-specific stop thresholds from the access system, roof materials, lifting plan and manufacturer information. The condition that matters may be gusts, rain/ice, lightning, visibility or loss of secure footing. Do not copy a single โsafe wind speedโ from another site; the supervisor must decide and record who monitors conditions and when the roof is cleared. Recheck after weather changes and before material lifts or temporary-cover removal.
Hot work and hazardous material: roof welding/torching and leadwork may introduce fire, fumes or exposure. The HSA fire-prevention page calls for avoiding hot work where there is a satisfactory alternative and for a permit, combustible protection, competent fire watch and post-work check when it is undertaken. The HSA calls for a final check at least 60 minutes after the job. The site's permit or insurer may require more. If old sheets, insulation or debris may contain asbestos, stop and obtain the relevant survey/specialist method; the roofing RAMS does not authorise asbestos disturbance. Avoid assuming any roof sheet is safe because it looks intact.

The HSA's RAMS and Safe Plan of Action supports a two-level approach: design the work-package method, then brief the task and controls on site. Record who attended, their language or accessibility needs, the stop signal and the exact route that is safe. A signature is evidence of a briefing, not evidence that a fragile roof has been made load-bearing.

Write the site address, access point, emergency-call method and muster location. The rescue plan must fit the actual roof and access equipment. If a worker is injured in a fragile-roof fall, untrained colleagues should not walk onto the same surface to help. A changed roof area, opening, material, platform, weather condition or lift route requires a revised method and rebrief before resumption.

Worked example: replacing tiles around a rooflight
A contractor is asked to replace slipped tiles on a two-storey occupied building. The route from the ladder to the damaged area passes a weathered rooflight. A generic RAMS says โuse harnessโ and โavoid fragile areas,โ but it does not establish whether the rest of the roof can carry a person, where an anchor is rated, how someone suspended at the rooflight would be rescued, or how the public below will be excluded. The competent supervisor should compare a secure platform or MEWP against roof access, assess the rooflight and structure, specify edge/opening protection and a rescue plan, and brief the resident about the exclusion area. If the rooflight condition is unknown, access is held until assessed. Rain or wind may require a further stop and protection of the open roof. The task is complete only when the area and residual rooflight risk are handed back clearly.
Frequent errors
- Importing UK legal shorthand. Irish HSA roofwork and work-at-height rules must be used; HSG33 or CDM 2015 is not the Irish statutory basis.
- Assuming non-fragility from appearance. Old sheets, rooflights and partly fixed roofs can fail. Obtain competent confirmation.
- Using a harness as the entire plan. Anchorage, compatibility, training, fall clearance and rescue need a real design; collective protection normally comes first.
- Ignoring loads. Tiles, pallets, plant and people can overload a roof or access system. Record permissible load and lifting sequence.
- No protection below. Occupants, neighbours and passers-by may be in the dropped-object zone.
- A fixed wind number copied from another project. Use equipment/manufacturer/design limits and real site conditions.
- No maintenance handover. The future roof worker must know fragile areas, safe access and residual restrictions.
