HazCom and Safety Data Sheets (SDS): OSHA's chemical safety rules explained

Almost every workplace uses chemicals โ€” cleaners, fuels, adhesives, paints, solvents โ€” and OSHA's Hazard Communication Standard (HazCom, 29 CFR 1910.1200) is one of its most frequently cited rules for exactly that reason. The good news is that HazCom is built around a clear idea: workers have a right to know about the chemical hazards they are exposed to, and to have that information in a consistent, understandable form. This guide explains the four pillars of a HazCom program and how the Safety Data Sheet works.

The four pillars of HazCom

A compliant HazCom program rests on four things, and OSHA expects all of them.

A written HazCom program. A document describing how you handle labeling, Safety Data Sheets and training at your workplace, and listing the hazardous chemicals present. This is the piece employers most often lack.

Labels on every container. Chemicals arriving from a manufacturer must carry standardized GHS labels โ€” a product identifier, signal word ("Danger" or "Warning"), hazard statements, pictograms, precautionary statements and supplier information. Chemicals you transfer into secondary containers must be labeled too.

A Safety Data Sheet for every hazardous product. You must maintain an SDS for each hazardous chemical and make them readily accessible to employees during their shift โ€” no locked cabinets or "ask the manager" barriers.

Training. Employees must be trained on the hazards of the chemicals in their area, how to read labels and SDSs, protective measures, and what to do in an emergency โ€” at initial assignment and whenever a new hazard is introduced.

GHS: why labels look the same now

HazCom is aligned with the Globally Harmonized System (GHS), which is why chemical labels and data sheets follow a consistent format regardless of manufacturer. The pictograms โ€” the red-bordered diamonds for things like flame, corrosion, health hazard and the exclamation mark โ€” are standardized, so a worker learns to read them once and can apply that anywhere. The signal word tells you severity at a glance: "Danger" for the more severe hazards, "Warning" for the less severe.

The 16-section Safety Data Sheet

Every SDS follows the same 16-section order, which makes them navigable once you know the layout. The sections you will reach for most are: Section 1 (identification โ€” what it is and the supplier), Section 2 (hazard identification โ€” the classification, signal word and pictograms), Section 4 (first-aid measures), Section 6 (accidental release โ€” spill response), Section 7 (handling and storage), and Section 8 (exposure controls and personal protective equipment). The later sections cover toxicology, ecology, disposal and transport. In an emergency, Sections 2, 4 and 6 are the ones that matter in the moment โ€” which is why access to the SDS has to be immediate, not eventual.

What trips employers up

The most common HazCom failures are mundane: no written program, an SDS library that is missing sheets or out of date, secondary containers with no labels, and training that never happened or was never documented. None of these are hard to fix, but all are easy citations. The underlying discipline is simply keeping an accurate inventory of what chemicals you actually have, a current SDS for each, labels intact, and a record of who was trained and when. Handled as a live system rather than a dusty binder, HazCom becomes a background task rather than an inspection risk.
