OSHA fall protection: the 6-foot rule and what it actually requires

Falls are the leading cause of death in construction, and fall protection is consistently OSHA's most frequently cited standard year after year. It is also one of the most misunderstood โ€” starting with the single most common question: at what height do I actually need it? This guide answers that, explains the protection options, and covers what a compliant approach looks like.

The trigger heights

The height at which fall protection becomes mandatory depends on the industry:

Two important caveats. Regardless of height, fall protection is required when working over dangerous equipment or machinery. And when working near an unprotected edge, hole or opening, or on certain equipment like scaffolds and ladders, specific rules apply that can differ from the basic trigger height. The 6-foot figure for construction is the one to remember, but it is a floor, not the whole rule.

The protection options

OSHA allows several methods, and the preferred order follows the hierarchy of controls โ€” eliminate the exposure first, and rely on personal equipment last. The main options are guardrail systems (a passive barrier at the edge โ€” often the simplest and most reliable because it does not depend on the worker), safety net systems (installed below the work), and personal fall arrest systems (a full-body harness, connector and anchorage that stops a fall in progress). For certain tasks OSHA also recognizes positioning systems, travel restraint, warning lines and, in limited circumstances, controlled access zones. The right choice depends on the task, but a guardrail that removes the exposure entirely beats a harness that only works if worn and clipped correctly.

Personal fall arrest done right

Where harnesses are used, the details are what save lives. The system needs a proper anchorage capable of the required loads, a full-body harness that fits and is worn correctly, and a connector (lanyard or self-retracting device) chosen so that a falling worker cannot hit a lower level before the system arrests them โ€” the calculation of total fall distance, including deceleration, is essential. Equipment must be inspected before each use and removed from service after a fall or if damaged. And there must be a rescue plan: a worker left suspended in a harness can suffer suspension trauma, so "how do we get them down quickly" is part of the system, not an afterthought.

Training and the human factor

OSHA requires that a competent person train each worker who might be exposed to fall hazards โ€” how to recognize the hazards and how to use the protection correctly. Because fall protection so often depends on the worker actually using it, training and enforcement matter as much as the gear.
