Hot-work JHA template: welding, cutting and heating in the US
A hot-work JHA should establish whether heat or sparks can be avoided, where they can travel, what can ignite or expose workers, and who will authorize and watch the job. This copyable worksheet covers site preparation, equipment, ventilation, fire protection, work, post-work checks and handover. It is not a hot-work permit, fire-code approval, confined-space entry permit or welding procedure. A JHA identifies and records the task controls; the site may also require a separate permit and specialist review.
For general-industry welding/cutting, 29 CFR 1910.252 includes fire-prevention and fire-watch provisions. For construction welding, cutting and heating, 1926.352 and 1926.353 address fire precautions and fume/ventilation. Check the actual activity, State Plan and local fire requirements. Work hold: do not begin if the area contains uncontrolled flammable vapour/dust, inaccessible combustibles, unverified service or vessel contents, unknown coatings, insufficient ventilation or a required permit/attendant not in place. Stop when conditions change. No generic checkbox can prove a vessel is gas-free or a space is safe to enter.

This table must be supplemented by the site permit, equipment procedure, fire watch and atmospheric/ventilation assessment where applicable. It does not authorise cutting a tank or work in an oxygen-deficient space.
Distinguish the fire rules before choosing the watch
Under 1910.252(a)(2), general-industry welding/cutting fire precautions include moving the work if practical, removing or protecting fire hazards, and using a fire watch under the specified conditions. The standard identifies scenarios such as appreciable combustibles within 35 feet, exposed adjacent concealed spaces and combustibles on the other side of partitions. It specifies a minimum half-hour fire watch after welding/cutting in the relevant provision. That is a floor under that rule, not a universal declaration that every hot-work job is safe at minute 30. Insurer, local fire code, permit or site circumstances can require more.
For construction, 1926.352 requires fire hazards to be moved or protected, suitable extinguishing equipment, and additional personnel to guard against fire during work and for a sufficient period afterward when normal precautions are inadequate. Its wording is not an automatic 30-minute rule. The employer must choose the actual watch and verify the location is safe. Example: welding takes place on one side of a metal wall with stored packaging on the other. The work team sees no cardboard near the arc, but heat can conduct through the wall. The authorizing person checks the reverse side and removes or protects the packaging, assigns the required watch and identifies the post-work check. The JHA records that decision; a 35-foot circle drawn only on the welder's side would miss the hazard.
Fume, coatings and confined spaces
Identify the base metal, coating, filler and method before the job. 1926.353 covers ventilation/protection for construction welding, cutting and heating, with additional provisions for confined spaces and certain materials. General industry has its own relevant 1910 provisions. Do not assume outdoor work eliminates fume exposure, or that a disposable mask is adequate. A competent industrial-hygiene or occupational-health assessment may be needed for unknown coatings or repeated exposure. Do not use oxygen for ventilation; the construction standard explicitly prohibits that use.
A tank, pit, vessel or enclosed space needs a separate determination under the applicable confined-space rule and process. Hot work there can combine explosive atmosphere, oxygen, fume and difficult rescue. The JHA should stop until the proper specialist permit, gas test, ventilation, attendant/rescue and isolation arrangements are approved. It should not contain generic gas-test numbers or an improvised rescue method.
Equipment, adjacent workers and emergency response
Check cylinder position/handling, hoses, leads, grounding/return path, screens and fire extinguishers under the applicable process and site rules. Separate bystanders from arc radiation, sparks, cutting debris and travel routes. Identify who can shut the job down and sound an alarm. Where work occurs on an occupied facility, coordinate fire alarm isolation and restoration only through the responsible facility team; no welder should disable alarms informally. Ensure the watch knows both where sparks may travel and how to contact help.
After completion, inspect openings, cavities and lower/adjacent rooms, confirm equipment is secured, keep the appropriate watch, restore systems and document handover. Record an unresolved hot spot as a site hold, not a signed permit closure.

What a site-specific version must add
Record the exact process and material, drawings/space classification, ventilation method, permit issuer, combustible survey, alarm arrangements, watch duration, extinguisher placement, emergency access, equipment inspection and state/local/insurer requirements. Qualified people must handle confined-space, flammable-atmosphere, unknown coating and energized-system issues. This worksheet is not an official permit.
The observed Complys US OSHA page markets JHA and inspection records, but public marketing is not implementation proof. Verify the exact commercial route and plan before CTA. Do not say Complys issues a legally valid hot-work permit, tests atmosphere, sets watch duration or certifies fire safety unless a current tested workflow supports it.
