Bricklaying SWMS template Australia: walls, access, dust and plant

A bricklaying safe work method statement (SWMS) must describe the high-risk construction work on this site, how it will be carried out, the hazards and the controls people will actually use. Bricklaying as a trade label does not automatically make every task a statutory SWMS task. Under the model WHS Regulations, a SWMS is required when the work falls into one or more high-risk construction categories; check the Safe Work Australia high-risk list and the enacted state or territory rules. Work at height, mobile plant interfaces, structural alteration requiring temporary support and work near energised services are common triggers in real masonry jobs, but the exact category must be selected from the facts of the job. Victoria has a separate OHS framework.

This copyable framework is a starting point, not a signed SWMS for any actual site. Fill it with the wall design, sequence, access equipment, deliveries, workers, supervision and weather conditions. Seek engineering and scaffold expertise where needed. The Safe Work Australia construction model Code includes a bricklaying SWMS example; even that example must be adapted to the work. No wall is built or approached where the design/temporary support is unresolved, a scaffold is unsafe, the exclusion zone fails, or a silica control cannot be used. Do not replace a structural design with a “brace as required” note. The designer or competent person must specify support, sequence and removal criteria for the actual wall. Do not copy old scaffold load figures from a sample SWMS without checking the scaffold design and actual materials.

The sequence must reflect the real job. If the same crew is working next to other trades or a public route, add those people and control owners. Workers who perform the high-risk work should understand the SWMS before starting; review it with them when the method changes.

Three masonry risks that deserve separate decisions

Wall stability and temporary works

During construction a wall may not yet have the returns, roof/floor restraint or completed design strength it needs. WorkSafe Queensland’s masonry-wall safety guidance says wall characteristics, openings, foundation, adjacent excavations, wind and build sequence affect stability. Identify who designs temporary supports, who installs and checks them, how long they stay, and who authorises removal. Mark a no-go zone that considers a plausible fall path. Inspect after weather or impact and stop if movement or damage appears. A generic “mason to decide on site” note is inadequate for a structural support decision outside that person’s competence.

Access and falling objects

Choose access that suits the wall height, task duration and materials. Verify scaffold design, duty rating, handover and inspection in the local jurisdiction. Arrange bricks and mortar so workers do not overload a bay or lean beyond protection. Separate people below from dropped tools and masonry. Where scaffold alteration is needed, use the competent authorised person; do not move braces or guardrails to speed up laying. Record rescue arrangements for any fall-arrest use—prevention and collective protection should be considered first.

Silica, cutting and cleaning

Safe Work Australia identifies brick, concrete and stone cutting, especially dry cutting, as an RCS source. Assess the actual material and process. Prefer pre-cut sizes where feasible, and use effective wet suppression or on-tool extraction/other engineering measures suitable for the task. Check the local silica rules, exposure assessment and any required monitoring/health surveillance with a competent person. RPE is a further control, not a reason to dry-cut uncontained material. Clean with a method that does not re-suspend dust; do not dry sweep or use compressed air to scatter it.

The model construction Code says high-risk work should be performed in accordance with the SWMS and the document reviewed when circumstances change. Check enacted retention and availability rules for the jurisdiction. Keep previous versions where required, especially if an incident occurs; do not erase the version workers used.

Frequently asked questions

Does every bricklaying job need a SWMS?

Not automatically. A statutory SWMS is tied to high-risk construction work categories under the applicable jurisdictional law. Many bricklaying jobs do trigger a category, such as certain height, structural-support or mobile-plant work. Record the exact trigger before drafting.

Can I reuse this template from one house to the next?

Reuse the structure, not the site facts. Wall design, access, ground, neighbours, services, workers, plant and weather differ. A copied SWMS that describes the wrong scaffold or support is dangerous evidence.

Who signs off temporary wall bracing?

The design/competent-person and site arrangements determine this. Name the design, installation, inspection and removal authorities before work. If support is uncertain, stop and obtain competent advice.

Is a respirator enough for brick cutting?

No. Control the dust at source through work design and effective engineering measures, then assess any additional RPE and local legal requirements. Confirm the method works with the actual material and tool.
