Electrical work SWMS template Australia: isolate, verify and control

Use this template to document a site-specific method for electrical construction work that meets a high-risk construction category. Electrical work does not automatically require a statutory SWMS solely because an electrician performs it. Work on or near energised electrical installations/services, certain fall risks, mobile plant and other listed activities can trigger the duty. Check the Safe Work Australia high-risk construction list and the enacted state or territory law. Separate electrical licensing and electrical-safety rules still apply even if the task does not trigger a construction SWMS. The existing Complys electrical SWMS explainer owns the legal background; this page is the fillable job method and verification record.

Default: plan the work de-energised. The Safe Work Australia model electrical-risk Code describes isolation, preventing inadvertent re-energisation and testing for dead before touch. State and territory electrical laws and licensing differ. If someone proposes work on energised equipment, stop this template: a suitably licensed and competent person must establish whether a narrow legal exception applies and prepare the required separate risk assessment, work method, authorisations, safety observer/precautions and emergency plan under local law. This page gives no live-work operating steps. Queensland’s 2025 regulator FAQ highlights jurisdiction-specific treatment even of testing energised equipment; do not copy another state’s rule.

For example, NSW’s current licensing page requires a licence or certificate for electrical wiring work in NSW; that is a jurisdiction example, not a national licence description. Record the local licence rule and independently check the worker’s authority for the actual task.

Hold point: no work begins until the exact electrical boundaries, all possible energy sources and isolation/verification plan are known. Treat parts as energised until a competent electrical worker has proved otherwise using a safe method appropriate to the jurisdiction and equipment. Do not infer dead from a switch position, building schedule or another person’s statement.

Have the responsible electrician determine how to verify the absence of voltage for this equipment, including instrument suitability and check before and after testing as applicable. The model Code’s “test for dead before you touch” principle must be applied by competent people; this marketing template is not a substitute for an electrical work instruction. SafeWork NSW stresses that energised work is restricted and subject to additional controls in NSW. Do not treat a general SWMS as permission to work live.

Fillable de-energised work sequence

Adapt the rows to the actual job. The person completing the SWMS should identify who is exposed to shock, arc, fire, fall and mobile plant risks at each step. This table does not specify technical switching or test procedures; the licensed electrical worker’s approved method does.

Every changed condition requires a fresh decision: additional circuit, unexpected generator/solar backfeed, a different board, wet environment, damaged cable or a user who cannot accept the outage. Stop, make safe within competence, reassess and brief workers before resuming. Where the work is on or near energised installations as a high-risk construction category, the SWMS must reflect the actual adjacent-energised controls even if the part being worked on is isolated.

Specific electrical decisions to document

Sources, backfeeds and stored energy

Identify the normal supply and alternative feeds or stored energy that could affect the work: generation, battery, UPS, capacitors, interconnected circuits and mechanical plant. A circuit may be fed from more than one point. Record who controls each isolation and how communication prevents another team from restoring it. Do not paste a generic list into the SWMS without inspecting the installation.

Test equipment and competence

The tester, leads and method must suit the voltage and environment. The model electrical-risk Code explains checking the tester’s operation before and after use and retesting when circumstances warrant it. Have a competent electrical worker select and perform the test. A panel voltmeter alone is not reliable proof that exposed parts are de-energised. This page intentionally does not instruct an unlicensed person how to perform the test.

Adjacent live parts and other site hazards

Isolating the target circuit does not make a whole switchboard or work area dead. Assess exposed adjacent parts, arc risk, water, metalwork, confined or elevated access and other trades. Identify any required physical separation, supervision and PPE through the competent local method. If adequate separation cannot be achieved, pause for another design or legal route; do not silently reclassify the work as de-energised.

Restoration and emergency

Agree the restoration authority and communication before work begins. Confirm covers, earthing, test results, tools, barriers and people before re-energisation under the local procedure. Identify emergency isolation, first aid and rescue access; workers should know how to call for help without becoming another casualty. If there is an incident, apply the local regulator’s notification and site-preservation rules and investigate before restarting.

Keep the current SWMS available to the crew and principal contractor as local law requires. Do not delete older versions that may have incident-related retention duties. A worker acknowledgement should follow a real briefing and opportunity to question the method.

Where Complys fits

Public marketing says the product versions and records SWMS, but the current AU implementation and plan must be verified before a live-feature claim is published. Neither Complys nor this template determines that electrical work is lawful, authorises an electrician, verifies isolation or permits energised work. The safe next step is to complete the method with the licensed people and only then decide how to store, brief and control its version.

Frequently asked questions

Does every electrical task need a SWMS?

No. Statutory construction SWMS requirements depend on the actual high-risk category under the applicable law. Electrical-safety and licensing duties apply separately even when a SWMS is not legally required.

Does a SWMS allow live work?

No. Energised electrical work is generally prohibited or tightly restricted subject to jurisdiction-specific exceptions and extra controls. A licensed specialist must establish the legal basis and method; this de-energised-work template does not provide that approval.

Is switching off the breaker enough?

No. The responsible competent person must identify and secure all sources and verify the safe state with a suitable method before touch. Unexpected backfeed and adjacent live parts must be considered.

When should the SWMS be reviewed?

Whenever the installation, source, access, weather, worker, equipment, adjacent activity or test result differs from the approved method. Stop the affected task and re-brief before resuming.
