Glazing SWMS template Australia: glass handling, access and installation

A glazing SWMS should show how the particular glass will be received, supported, moved and fixed without dropping a panel, injuring handlers or exposing people to a fall. It also needs a stop rule when the specified glass, opening, lifting device, access equipment or weather differs from the plan. The trade name alone does not create a statutory SWMS duty; construction work must meet a high-risk category under the applicable state or territory law. Work involving a significant fall risk, powered mobile plant, work near services or an active traffic corridor may trigger the duty. Check Safe Work Australia’s high-risk construction list and the enacted local law. Victoria has a separate OHS framework.

A UK glazing RAMS guide cannot be relabelled as Australian legal guidance. Identify the step and location. A ground-level replacement pane may not trigger a statutory construction SWMS, but it still requires safe handling and glass control.

Hold point: if the delivered glass does not match the approved specification or is damaged, if the lift mass/attachment/anchor/support cannot be verified, or if the intended access/exclusion zone is unavailable, stop and seek a competent decision. Do not install a pane because it “looks close enough”.

WorkSafe Queensland’s sheet-material alert includes glass sheets, windows and shower screens and warns about stacked sheets falling. Treat racks and unpacking as part of the job, not just the installation. For large panels on an EWP, WorkSafe Victoria’s EWP industry standard calls for purpose-made handling attachments assessed for the particular EWP and its capacity. This is Victorian guidance; apply the equipment manufacturer, competent assessment and local rules at the site.

Plan the lift to avoid carrying large glass through occupied or windy areas where a different delivery method is possible. Glass mass and dimensions affect handling and lifting; do not replace an engineered solution with “two people lift.” Use mechanical assistance, suitable suction or purpose-made attachment only after confirming capacity, maintenance and the actual panel surface. If an EWP attachment changes the platform rating or stability, the competent assessment must be completed before use.

Particular glazing risks to resolve

Sheet storage and unpacking

Glass leaning on an edge can fall as the restraint is released or one pane is removed. Record the rack, restraints, extraction sequence and exclusion area. Check whether the remaining load stays stable after removing a pane. Secure the material at every intermediate stage and do not leave loose sheets beside an access route. Protect workers from sharp broken edges while keeping hands away from crush points.

Falls, rooflights and fragile surfaces

An existing rooflight or partially installed pane may not be load-bearing. Treat openings and fragile surfaces as fall hazards until a competent assessment proves the protection. Choose safe access and collective protection where practicable; distinguish prevention, restraint and arrest. If a fall-arrest system is selected, specify the approved anchor, clearance and prompt rescue. Stop if a guard or cover is removed by another trade. The Safe Work Australia falls model Code is a national guide; local adoption and the actual site determine the legal requirements.

Panel specification and public safety

Glass selection and installation are design/building-code matters, not something a safety template can guess. Record the approved specification and the competent person who checked the installed product is right for the location and impact/use conditions. WorkSafe Victoria’s childcare-glass alert illustrates that using the wrong glass can harm occupants long after installation. Do not copy its childcare-specific dimensions into a general shopfront or balustrade SWMS.

Breakage and emergency response

Agree how to stop work, isolate the zone, secure remaining glass, aid an injured worker and dispose of fragments. A dropped panel can create hazards beyond the immediate workface. If the intended lift fails or an exclusion zone is breached, do not simply retry; inspect the device, panel and method and obtain a new competent approval.

Brief workers on the actual load, route, signal and stop command. Keep the current SWMS available where local law requires; archive versions needed for review or incident records. The document should change when the work changes.

Frequently asked questions

Does every glass installation require a SWMS?

No blanket trade rule applies. Determine whether the construction work meets a listed high-risk category under the local law. Even if it does not, the glass-handling and public/fall risks still need safe controls.

Can a glazing SWMS specify what glass to use?

It should reference the approved drawing and product specification and define a mismatch stop point. The designer/building requirements determine selection; this template does not.

Is an EWP basket suitable for lifting a large pane?

Only after the attachment, panel and EWP have been assessed and used within their competent design/manufacturer limits. Do not assume the platform’s ordinary person/material capacity covers a side-mounted glass load.

What if wind increases during the lift?

Apply the lift plan’s stop criterion, put the panel in a safe state and reassess. A large panel can act as a sail; do not improvise the lift path while it is suspended.
