When do you need a SWMS?
Under the Health and Safety at Work Act 2015 (HSWA), a business (PCBU) must identify hazards and manage risks so far as is reasonably practicable. For higher-risk work — such as work at height, excavations, work near services, demolition, asbestos, confined spaces or mobile plant — a written Safe Work Method Statement (SWMS) or Job Safety Analysis (JSA) is the standard way to show how the risks are controlled. Main contractors almost always require one, and it forms part of the Site-Specific Safety Plan (SSSP). Some activities are also notifiable work that must be reported to WorkSafe New Zealand before starting. The SWMS must identify the hazards, describe the controls, be understood by everyone doing the work, stay on site, and be reviewed whenever the work changes.
