Recording contractor induction evidence on Australian construction sites

A contractor's white card shows general construction induction, but it does not tell the worker where this site's exclusion zone is, how to report a hazard or who coordinates a high-risk activity today. Site-specific induction evidence should connect the person, site, current rules and work they will perform. It should also show what changed when the site or task changed after the first visit.

This guide covers construction workplaces in Australia, with a strict jurisdiction check. Safe Work Australia's workplace induction information sheet distinguishes general construction induction from workplace-specific and task-specific information. Safe Work Australia publishes model law and guidance; state and territory regulators apply their own law. For example, WorkSafe Queensland's site-induction guidance describes particular requirements and an exception for housing construction work. Do not present that exception as a national rule.

Check general eligibility separately

Before the site briefing, verify the worker's general construction induction card under the applicable local process. Record who checked it and what they checked, without assuming that a photograph of a card establishes every current condition. A white card or equivalent general training does not replace a specific site briefing. Conversely, a site sign-in cannot make an unqualified person eligible for work that requires general induction.

Identify the contractor firm, worker, role and expected activities. If a visitor or delivery driver enters an operational construction zone, decide what information and supervision they need under the relevant jurisdiction and site arrangement. Do not use one worker category for every person at the gate.

Brief the actual site hazards

Cover access routes, traffic movements, exclusion zones, emergency arrangements, amenities, reporting contacts, site rules and high-risk work interfaces relevant to the person's role. Show the current WHS management plan or relevant parts where applicable. The Safe Work Australia construction-work model code discusses workplace-specific induction and making workers aware of site arrangements. A generic video that names no local hazard may be insufficient for a complex site.

Ask the contractor what hazards its work creates for others and what site information it needs. This is a two-way exchange. A worker may have a sound safe work method statement but be unaware that another trade now controls the access route. The induction should identify who resolves that conflict before work begins.

Record understanding and unresolved questions

A useful record contains site, date, worker identifier, contractor, induction version, person delivering it, key restrictions and any follow-up. A signature shows attendance, not understanding. Ask a worker to explain an important stop-work trigger or locate the current emergency contact. If language, literacy or hearing needs affect the briefing, choose a method that makes the instruction usable and record how the understanding was checked.

If the worker raises a question that affects safety, do not mark the induction complete while the answer remains unknown. Assign an owner and interim work decision. A software acknowledgement should never be treated as permission for high-risk construction work without the relevant controls and task instruction.

Link the induction to the task

Identify which activities the worker will perform and whether separate task training, licences or a safe work method statement are required. The site induction is the foundation, not a substitute for task-specific competence. If the work package changes, check what additional information is needed. A crane crew moving to a different lifting area may need new interface details even though its members were inducted when they first entered the project.

Where multiple PCBUs work together, share the relevant current rules and coordinate responsibilities. Safe Work Australia's construction WHS duties page explains that subcontracting does not remove a business's WHS duties. The principal contractor's coordination role should be reflected in who gives site information and who tracks unresolved risks.

Rebrief after a material change

Set triggers: new access arrangement, changed emergency route, different plant, altered exclusion zone, revised WHS management plan or a new high-risk activity. Identify affected people and how they will receive the update, including those on another shift. Keep the original induction record, then add the focused rebrief with the new version and date. Editing the historic record to appear as though workers heard later information destroys the useful chronology.

Do not set a universal โ€œinduction expires after 12 monthsโ€ rule without checking the site's policy and local law. Some workers may need a focused update after a single day because the site changed; others may not need a full repeat of unchanged introductory material.

Worked example: a changed delivery route

A steel contractor's crew was inducted to use the east gate. The principal contractor changes the delivery route after a new excavation opens. Before the crew returns, the site supervisor records a focused briefing on the new gate, pedestrian separation and contact point. The workers explain the route back and receive a current site map. The old induction remains in the history, while the new briefing shows when the changed instruction reached the crew. A late-arriving driver receives the relevant visitor or worker instruction under the local site arrangement rather than relying on the crew's earlier sign-off.

The record answers a practical question: who knew the current arrangement at the moment they entered the work area? It does not prove that every site hazard has been eliminated.
