Canada is administered province by province
Canadian fleet rules aren’t one rulebook. The National Safety Code sets national safety standards, but each province and territory adopts, administers and enforces them in its own way, and Complys is built to reflect that rather than pretend one rule fits every vehicle and jurisdiction:
- • Carrier registration differs by province — Ontario’s CVOR, Québec’s PEVL register, Alberta’s Safety Fitness Certificate and British Columbia’s NSC certificate are the same idea under different names and rules.
- • What counts as a commercial vehicle differs too — the weight threshold is not a single national number (see the commercial-vehicle page for the province-by-province detail).
- • Federal vs provincial. Carriers that operate across a provincial or national boundary are federally regulated; carriers operating only within one province follow that province’s own rules.
- • Inspection and maintenance follow the NSC standards as each province adopts them — the daily check is a trip inspection, not a US-style DVIR.

What does fleet compliance software do in Canada?
It keeps the records and evidence that show your vehicles, drivers and maintenance meet the rules each province administers under the National Safety Code — registration and inspection dates, trip inspections, preventive-maintenance history, driver documents, and an audit-ready trail — in one place instead of spreadsheets. It is a system of record, complementary to a telematics or ELD product, not a replacement for either.
Is compliance national or provincial in Canada?
Both, and the split matters. The National Safety Code sets national standards, but each province and territory adopts, administers and enforces them — Ontario through the CVOR, Québec through the SAAQ/PEVL, Alberta through the Safety Fitness Certificate, British Columbia through the CVSE-administered NSC certificate. Federal hours-of-service and ELD rules apply to carriers that operate across provincial or national borders. Complys resolves requirements to the province and the vehicle.
Does Complys track my vehicles or handle hours of service?
No. Complys is not a telematics or ELD device. Real-time tracking and hours-of-service logging are done by certified ELD hardware from telematics providers — and Canadian ELDs must be third-party certified. Complys holds the compliance records and evidence alongside them: inspections, maintenance, driver files and the audit trail.
Do small carriers need this?
