No. Complys is not a telematics or ELD device. Real-time tracking and hours-of-service logging are done by ELD hardware from telematics providers. Complys holds the compliance records and evidence alongside them โ inspections, maintenance, driver files and the audit trail โ which is the part those tools don't keep for you.
Both. The federal safety rules (the FMCSRs, issued by the FMCSA) apply directly to interstate operations, and each state adopts its own version for purely intrastate operations. Vehicle registration, licensing and any periodic inspection program are administered by states. Complys is built to resolve requirements to where a vehicle actually operates.
