Australia is not one jurisdiction
Light-vehicle rules vary by state and territory, and Complys is built to reflect that rather than pretend one rule applies everywhere:
- • Inspection differs by state — NSW requires an annual pink-slip for cars over 5 years; Victoria (RWC) and Queensland (safety certificate) only on sale or transfer; SA, WA and Tasmania are event-only; the ACT on transfer over 6 years; the NT only for vehicles 7 years or older (since Feb 2026).
- • WHS differs — every state and territory follows the model WHS laws except Victoria, which has its own Occupational Health and Safety Act 2004.
- • CTP is compulsory everywhere but structured differently — a separate green slip in NSW, insurer choice in QLD and SA, bundled into rego elsewhere.
- • Pre-start checks for light vehicles aren’t a standalone law — they’re recommended practice that helps meet the general WHS duty.

A work vehicle is a workplace and a piece of plant under WHS law, and the business (the PCBU) must ensure it's maintained and safe so far as is reasonably practicable — with directors and officers owing a due-diligence duty. What does fleet compliance cover for an ordinary business fleet?
Keeping each vehicle registered and roadworthy under your state's rules, holding CTP insurance, and meeting the WHS duty to manage vehicle risk. Complys keeps registration and CTP dates, inspection and servicing records, defects and documents against each vehicle, with reminders before anything lapses.
Do all states require an annual inspection?
No — this is the biggest misconception. Only NSW requires a routine annual inspection (the pink slip, for cars over 5 years). Victoria and Queensland require a certificate only on sale or transfer; SA, WA and Tasmania are event-only; the ACT is on transfer over 6 years; and the NT only for vehicles 7 years or older. Complys is built to reflect the state a vehicle is registered in.
Are daily pre-start checks legally required for cars and vans?
Not as a specific law for light vehicles. A daily pre-start check is recommended practice that helps meet the general WHS duty to keep a work vehicle safe. Complys captures pre-start and inspection records with photos, framed as good practice rather than a legal mandate.
What about CTP insurance?
CTP (compulsory third-party injury insurance) is required to register a vehicle everywhere in Australia, but it's structured differently — a separate green slip in NSW, insurer choice in Queensland and SA, and bundled into the registration fee elsewhere. Complys tracks CTP status per vehicle; comprehensive cover is a business decision, not a legal requirement.
