What is asbestos management software?

Asbestos management software is where a duty holder meets the duty to manage asbestos: a digital asbestos register of every asbestos-containing material (ACM), a written asbestos management plan, the HSG264 risk assessments, and the re-inspection dates — all kept current and auditable. It replaces the spreadsheet-and-filing-cabinet approach that lets a survey go stale and a re-inspection get missed.

Who has the duty to manage asbestos?

Regulation 4 of the Control of Asbestos Regulations 2012 places the duty to manage on whoever is responsible for the maintenance of non-domestic premises, and the common parts of residential blocks. In practice that is the owner, landlord, managing agent or facilities manager. The duty applies to any building that may contain asbestos — anything built or refurbished before the year 2000 is a candidate.

What the duty to manage requires

There are five things the duty holder must do:

    Find out whether asbestos is present

    Hold the survey information for the premises, or capture a new survey on site. Presume asbestos is present unless there is strong evidence otherwise.

    Keep an up-to-date record

    Maintain a register of the location and condition of every asbestos-containing material, with its risk assessment.

    Assess the risk

    Score each material to HSG264 (material + priority assessment) so you know which materials need action first.

    Prepare a management plan

    Record how the risk from each material will be managed, who is responsible, and the actions and timescales.

    Review and monitor

    Re-inspect materials and review the plan regularly, and whenever the building, its use or its condition changes.

What is asbestos management software?

How does the risk scoring work?

Each material is scored to HSG264 — a material assessment (product type, extent of damage, surface treatment and asbestos type) and a priority assessment (occupant activity, likelihood of disturbance, human exposure and maintenance). How often should an asbestos register be reviewed?

The material and the plan should be re-inspected and reviewed regularly — commonly every 6 to 12 months depending on the material's condition and how likely it is to be disturbed — and whenever the building, its use or its condition changes. Complys tracks review dates so you get prompted.
